[webkit-help] missing WebKitTools

I attempted to list the contents of the current directory however
something like "directory does not exist" is displayed.  I closed
cygwin and opened it and attempted to navigate the drive I had
downloaded WebKit to (u).  I then receive the follow messaging:

mkdir: cannot create directory `/cygdrive/u': Permission denied
