[webkit-help] missing WebKitTools

I reinstalled Cygwin and it kept the previously downloaded WebKit
files.  I ran svn update inside the WebKit dir and source files were
updated however the process finished with

svn: REPORT of '/repository/webkit/!svn/vcc/default': Could not read
response body: Connection reset by peer (http://svn.webkit.org)
