I have tested it again on my side, and I am seeing similar behavior. Here are the details:

    In macOS 15.2 beta with Safari Technology Preview, I am also getting a male voice.
        When the rate is set above 1.0, the speech is garbled on the first play and plays back at rate 1.0 in subsequent plays.
        When the rate is set below 1.0, it sounds slower on the first play and reverts to rate 1.0 on subsequent plays.

    In macOS 14.6.1 with the built-in Safari, I am getting a female voice.
        When the rate is set above 1.0, it is consistently garbled.
        When the rate is set below 1.0, it consistently plays back at a slower speed.

So, yes, I am observing the same issues as you described across these versions.
