So in all the bug is this:

With the “prefer page rendering updates near 60fps” feature flag disabled, native external monitor hz/fps is not supported on safari if the following conductions are met:

1. The device has a built in screen (MacBook Pro, MacBook Air or iMac).

2. The MacBook lid is open (excluding iMac).


If anyone can confirm that this happens with an external monitor that has a higher refresh rate than the native mac display please respond. Also please test to make sure you get the native hz/fps with chrome.
