Its not an internal/external issue.
It's a concurrent discordant-Hz multi monitor issue, close the laptop lid to make an external 144Hz+ monitor become primary monitor and then 144Hz+ works.
Now, Apple does opaquely disable 120Hz for unknown reasons sometimes, like from thermal/power throttling or low power, without specifically explaining why >60fps stops working. Windows is still much more reliable at >60fps at the moment...
