I'm still seeing this issue on the latest MacOS (High Sierra) and Safari Tech Preview (Release 43 (Safari 11.1, WebKit 13605.1.12)

YouTube videos will stall with just a spinner, with errors in the console. ("Failed to load resource" over and over)

Also, trying to watch a pre-recorded Twitch video will play for a few seconds to a few minutes, then the page will reload and the video player will just be black. Have to reload the page to start it again.

To reproduce, open any YouTube video and click play. It will stall eventually.
