Console Errors during issue

I've had an issue for a while now. Unfortunately not sure exactly when this started. I'd say at least a year ago, perhaps when Sierra was released but that just a guess. I've mostly only used Chrome Inspector, so hasn't been an issue but now using Safari Inspector more and hoping to finally get to the bottom of it.

When opening any website let's say apple.com in a tab, the website loads nearly instantly on my 220mbps connection. If I then open the web inspector the inspector it blank for several seconds. Maybe 4 seconds on my iMac, and more like 8 or seconds on my MBP, at which time then it loads normally. If I keep inspector open new webpages will load in the inspector instantly. But if I open I close and reopen the inspector or in a new window the same issue will happen again.

Chrome inspector loads instantly each time.

To note, this issue applies to Safari, Safari Preview and Webkit Nightly. It applies to the Sierra beta and applies to the latest stable stable Sierra release. It also happens on any computer such as my iMac 5K (32gb), MBP (16gb) with Touchbar, and a MacBook. Also happens whether using regular or incognito as well as if all extensions are disabled. 

When using my partner's MacBook the issue does not occur. I created a new account on their computer, logged into my apple id, and at first it didn't happen but then shortly after, the issue also happens on their computer when i'm logged into my account. I even reinstall MacOS on my iMac, at first issue didn't happen been then very shortly after started again that day.

So it definitely seems the issue is unique to my iCloud account, in that iCloud is syncing  some setting(s), that are causing this slow inspector loading issue. Is there some special cache I can delete to potentially resolve this issue? 

I opened Console, replicated the issue, and copying the results of Console here incase that helps. That was taken on my iMac running Sierra beta, but once again this can be replicated on Webkit and stable mac.
