I believe what you're saying is that it *does* reproduce on macOS, i.e. the bug that ITP does not purge first-party cookies on macOS High Sierra beta 2 does reproduce for you. True?

We have a radar tracking this issue but thanks for reporting it.

On iOS you can clear all history inside Safari. Go to History and tap the clock icon.
