1. I still cannot reproduce ITP on macOS, so for me at least, the title bug still stands. I defer to your interpretation if you want to close this issue or port/change the title. I'm sorry this has gotten fragmented and I am discussing multiple "bugs" here. I'm certain that this is out of protocol for bug reporting.

2. Both firstPartyToolsCookie and thirdPartyUnderClientToolsCookie are visible after "clearing" cookies.

3. Settings > Safari > Clear History and Website Data 

How else can cookies be cleared?
