OK I think I know the problem.

$ /usr/lib/i386-linux-gnu/webkit2gtk-4.0/MiniBrowser https://cwbebox.cwb.gov.tw/ebox_formfill/ebox_visFormFill.php
$ /usr/lib/i386-linux-gnu/webkit2gtk-4.0/MiniBrowser https://cwbebox.cwb.gov.tw/ebox_formfill/ebox_Home.php
both show nice dialogs.
$ /usr/lib/i386-linux-gnu/webkit2gtk-4.0/MiniBrowser http://cwb.gov.tw/V7/service/email.htm
instead shows the user a white area.

So the problem comes when one page is part of another.
