Patch updated, resolved against bug 95596 (which was split off from this bug).

There was some offline discussion about separating CCPrioritizedTextureManager::EvictionState into a stand-alone class.  I'd prefer to keep the classes coupled until we have a clearer picture of the final state of the code (with the associated priority changes and impl-tree pruning).  It may be that we will be able to fold this back into CCPrioritizedTextureManager, or it may be that we'll separate it into its own proper class -- I think this is the best step to avoid churn.
