Blind people maybe?  Text only browsers?  Screen readers?  Placeholders?  Turning images off for low bandwidth browsing?
If someone doesn't want anything displayed for alt, they can leave alt empty.  If I put something in alt, I expect it to be displayed if the image isn't there.  That's how it's supposed to work.  It's not an extra feature or anything.

And aside from all that, if you look at my previous comment, it does work.  It works if the image dimensions are wide enough.  So the current functionality is inconsistent.  The missing image icon shouldn't interfere.
