bugzilla-tool should understand svn-apply failures, post a summary, and attach
the full log

bzt should parse that and say something like:
"RenderThemeChromiumSkia.cpp failed to apply."

And then attach the full svn-apply log as an attachment.  We need to build the
log-attachment machinery for other commands anyway.
