I see what you're asking.  Creating a bug for the sole purpose of reviewing a
patch is a common practice when you're doing clean-up work or merging changes
from a port back to the main repository.  You don't really need to create the
bug until you're done with the patch, which this command provides.  It's a
fairly common workflow that the Safari team uses.
