absolute basic beginnings of CodeGeneratorGObject.pm. 

this patch contains two functions - the absolute basic beginnings of the code
generator.  it can be seen to have zero impact on the existing codebase.  it is
not compiled in.  it is not linked in.  it is perl.  it is not used anywhere. 
it is a start.
