Yes, if we're waiting to commit this because a problem exists that we've never
actually created a bug for, then definitely we should create a bug. :)

Getting an r+ is relatively easy.  Especially since this patch already had one.
 But if we can't land it due to another bug, we should file the other bug and
mark this one blocked.
