This seems to have little to do with SVG, and entirely to do with any
page-resource limits WebKit might have more generally.

The test case does not work from bugzilla, but does "work" when used locally.

Our behavior is different from FF and Opera here.  I assume that it's
intentional, but I'm not sure.
