Update:  Releoded original Safari installation that came with Tiger Software.
Problem has disappeared. Webkit has a modem reset flaw that I cannot identify. 

So far, I am no longer encountering the modem lock-up problem. 
I reopened the bug to pass this new information to you.

No further openings are planned.
