But in general, I really feel the need to +1 this, as it is behavior that has
left me frustrated with Safari in specific situations where I just switch to
FF.
I don't think it is unreasonable (given the precedent as someone already
pointed out) to maybe match Gecko and then put a checkable option in the debug
menu to revert to current Safari behavior, where it reloads all subresources
every time. That would satisfy developers. At the very least, you could offer
the reverse, where power users can prevent the reloading of subresources every
time by checking the option. (Though my vote would be the former...)
