Confirmed with a local debug build of WebKit r21473 with Safari 2.0.4 (419.3)
on Mac OS X 10.4.9 (8P135).

My window was large enough that no scroll bars appeared initially.  Resizing it
vertically to be smaller shows that scroll bars are drawn long before Firefox
2.0.0.3 per Comment #2.
