I still get the same issue with the latest nightly... The key to reproducing
this bug is to make sure the browser window isn't too large, vertically. Shrink
the browser window vertically to within a few 'em' units of the center
lightest-gray box. On firefox, scrollbars correctly only kick in when the
window is shrunk to less than the center box. On Webkit, this happens
considerably earlier (from the perspective of shrinking from a very large
window) than it should.

The problem seems innocuous enough in this example, but will play havoc when
more substance is added to this layout technique.
