Nightly builds should offer to enable Debug menu for you

Related to bug 16241.

The Debug menu is too hidden.  As I mentioned in bug 16241, my experience has
been that *way too many* developers just don't know that it's there.  We (as
webkit) cant' fix Safari, but we can promote the Debug menu in ways we
control...like via the nightlies.

Nightly builds which notice the debug menu is off, should offer to turn it on
and explain how it could normally be turned on/off by themselves.
