Another thing you could try (to eliminate settings in your own account) is to
create a brand new account on your Mac, log in, and try running Safari and
viewing a QuickTime movie.  This would eliminate anything wrong with the system
in general, and narrow the issue down to settings in your primary account. 
(You may always delete the additional account later.)
