public-pending DOMKeyboardEvent, DOMWheelEvent plus testcase

I'm not sure about DOMEvent's _eventWith() function. ATM we're returning a
non-public DOMWheelEvent in this public function. I don't know if that's OK. On
the other hand, if we don't include DOMWheelEvent there we don't need it at
all.
