encoding information for UAs is not legitimate in HTML4. But yes, the rest is
indeed correct. I'll look into what can be done to support your use scenario in
future, maybe there's some option available. Note that if any of the CSS tests
ever end up having server-side components -- e.g. testing the handling of HTTP
headers in a CSS context, or testing the interaction of CSS and network latency
-- then it will be even harder to use the test suite locally..
