I've discussed this at length with Ian on IRC. We've learned:
- <meta> is the only way Ian (or I) know to add char encoding data to standalone html file. He notes
that <meta> is a non standard tag.
- Ian was not comfortable adding <meta> tags to the CSS 2.1 test suite. He cited that certain network
circumstances could lead to browsers/proxies being confused by these additional tags, thus reducing
the quality of the HTTP based test suite.
I told Ian I would investigate further other methods for adding utf8 encoding data to stand-alone html
files and we could talk further. Perhaps darin or mjs know of a better way than <meta>. Regardless,
we can just write a perl script to add the <meta> tags to our local copy.
Ian has no plans at this time to officially support an offline version of the CSS 2.1 test suite. He notes
that other browser vendors (citing specifically Opera) already use the CSS 2.1 suite regularly in its HTTP
form.
