Unlike the previous WIP, this version excludes the Chromium WebKit API bits. 
It also excludes the new FrameLoaderClient method.  I'll come back to those in
a follow-up.

This patch just focuses on fixing this bug.  I'll punt the other stuff to
separate bugs.
