We really *do* need a Windows test case here, and I also think it would be
worthwhile to make it testable on Mac.

Your "would be unreasonably difficult" comment seems wrong to me. We normally
make things testable rather than making excuses like that. It seems you've
decided it's too difficult without spending much time on it. Is there a big
hurry here?
