r=me but please fix the following:

1) "pieced" in the ChangeLog should be "pieces"
2) The below should use HTMLFrameElementBase.

+	 HTMLFrameElement* o = static_cast<HTMLFrameElement*>(ownerElement);

Also please test Java since the LayoutTests don't cover it.
