This is the webkitgtk list, please use the epiphany mailing list
(epiphany-list at gnome.org) for epiphany specific questions. 

You can disable the network process by not using multi web process
model. It's not a build option, but a dconf setting:

$ gsettings set org.gnome.Epiphany process-model shared-secondary-process

Why do you want to disable it? If you have found bugs or problems using
the network process we would appreciate bug reports to try to fix them.
