[webkit-gtk] Should WebKitGTK+ provide Vala bindings as part of the release

>From what I understand, for the time being there is some Vala specific
metadata that must be written to support creating the bindings. This
metadata sits alongside the gtkdoc annoatations. It seems that the
Vala and GIR people are working to eliminate as much of this metadata
as possible,  but others can probably provide more information about
this.
