    I have restored the link. Explanations are given in 
    http://cermics.enpc.fr/~jpc/#cross-compiler

    It's a cross compiler with libraries coming from several 
    locations: gtk repository, http://ftp.gnome.org/pub/gnome/binaries/win32
    and other cross-compiled locally for example xslt is 
    locally cross compiled from version libxslt-1.1.24
    mingw32-gcc4.4.3.tgz contains the cross-compiler + libraries 

    You can test the binaries by downloading nsp 
    http://cermics.enpc.fr/~jpc/nsp-tiddly/mine.html
    you run bin/nsp-win.exe 
    and type help at the prompt to open a webkit-gtk 
    help browser.
