[webkit-efl] Disable Tiled Backing Store

Yes, I also think so. However, our API test has been failed since
11/8/2012. And, as far as I know, nobody take care about this problem
meanwhile. So, I roll it out for now.
But, if there is similar issue which is related to valuable working in next
time, I will try to contact owner. In this case, there was no contact
people when I notice this problem.

Thiago is fixing the tiled backing store problem. So, I think the tiled
backing store feature is going to be enabled again.
