[webkit-efl] RFC: Bumping the minimum CMake version to 2.8.3

Hello Kubo,

As far as I know, there is no people who use Ubunutu 10.10 in my
co-workers. I have recommended to use Ubuntu 12.04.

However, it looks tizen is using cmake 2.8.5 version. What cmake version do
you want ?
