[webkit-dev] Request for position: Speculation Rules (Prefetch)

Hello WebKit!

We're working on an API to allow developers to declarative permit prefetch,
and new prefetching which contemplates the need to avoid sending
first-party cookies to other sites until the user navigates.

Mostly in these two drafts:

  * https://wicg.github.io/nav-speculation/speculation-rules.html

  * https://wicg.github.io/nav-speculation/prefetch.html

Managed as part of https://github.com/WICG/nav-speculation
