[webkit-dev] Proposal: Remove ENABLE(BLOB) guards

Hi,

just a friendly reminder: There weren't any objection in a week
against removing ENABLE(BLOB) guards and implicitly enabling it
on Apple Windows port too by default.

I'm going to r+ and land the patch tomorrow
morning (PST) if there is still no objection.
