I think avoiding a Cygwin install for Windows development is not worth the cost of having multiple copies of the derived sources rules.

For at least some things, DerivedSources.make also has more correct dependencies than anything else (for instance I think it's the only build system that will avoid rebuilding all bindings whenever you change even a single IDL file).
