[webkit-dev] Extra review requirement for web-facing API? (Was: Re: Spellcheck API for WebKit)

Per further IRC discussion, I've added a placeholder:
http://trac.webkit.org/wiki/WebAPIReviewChecklist (It's linked from
wiki.webkti.org).

Please add stuff to the page as needed.

We can also add a link to
http://www.webkit.org/coding/commit-review-policy.html once the page has
become sufficiently mature/useful.
