[webkit-dev] Expect Commit Queue delays

The bots are all back in working order.
We've added an additional two machines to the cluster. Meaning we
have now 5 commit-queue bots.
The new machines are slower than some of our previous machines, taking
up to an hour for a clean build.
As long as the tree at build.webkit.org is green, we have enough
machines that a commit-queue bot should start processing your patch
within 60 seconds of you marking cq+. For most patches that means
your patch should be landed within 15-20 minutes of marking it cq+
(the limiting factor is how long it takes to run all 20k layout
tests).
Please let Adam or I know if you have any troubles with the commit-queue.
