I think that the criterion is quite simple - if there is a bug, or  
enhancement request, or a patch to be reviewed, then the discussion  
goes to Bugzilla. E.g., the discussion of appcache changes suggested  
by Michael should definitely take place in <https://bugs.webkit.org/show_bug.cgi?id=25436

"Let's talk about how resource loading is implemented in Chromium and  
whether this can serve as a model for other projects potentially using  
WebKit in multi-process configuration" is neither of the above.
