You're right, thank you for bringing this issue to my attention. I 
believe I've fixed things in r27878.

Use the new debug-safari script, added in r27878.

Safari for Windows no longer recognizes the /frameworkPath flags (as of 
version 3.0.4). run-safari no longer uses it (as of r27878).

I've updated <http://webkit.org/building/debug.html>. I don't see any 
debugging instructions on our wiki.

Let me know if the debug-safari script gives you problems (or file a bug 
on <http://bugs.webkit.org/>).
