  Remove Quirk isNeverRichlyEditableForTouchBar() for twitter.com

Reviewed by Tim Nguyen.

Since twitter.com has moved to x.com,we performed
additional validation to ensure whether current quirks
are valid or not.

This patch removes one of the quirks that is not needed,
we tested by using Touch Bar and observed that the behavior
is the same with and without the quirk.

We have added additional details on the bug ticket and Radar.
