Reviewed by Ross Kirsling.

ThemeAdwaita supports accent color for some controls. And,
WebKitTestRunner renders fast/css/accent-color/checkbox.html as
expected because WebPreferences::enableAllExperimentalFeatures enables
the setting. But, Windows MiniBrowser didn't.
