  [WPE] Test gardening `imported/w3c/web-platform-tests/css/css-content/quotes*`

Unreviewed test gardening.

As documented in b/215799, several WPT css-content tests removed in
r266094 were passing on mac/iOS platforms, but those tests are still
failing in GTK and WPE. Updating WPE to match GTK by moving to glib.
