  [WPE][GTK] Gardening flaky timeouts for WTF_Lock tests

Unreviewed test gardening.

The following tests are flaky timeouts in the release bots for GTK and WPE:
TestWTF:
- WTF_Lock.ContendedShortSection
- WTF_Lock.ContendedLongSection

Updated expectations and created new bug ticket.
