This is a bug fix release in the stable 2.46 series.

## What's new in WPE WebKit 2.46.3?

- Fix DuckDuckGo links by adding an user agent quirk.
- Fix flattening layers to a plane when the transform-style: preserve-3d
  style is set.
- Fix H.264 encoding and improve selection of encoder parameters
  according to the requested profile.
- Fix libsoup URLs in generated reference documentation.
- Fix the build with ENABLE_REMOTE_INSPECTOR=OFF.
- Fix several crashes and rendering issues.
