Sadly, I do not see an easily-searchable package index for Raspbian [1],
but diving into the package pool I can see that there are .deb packages
for 0.16.1 and 0.18.2 [2] -- both with the headless plug-in included.
Could it be that you are using an older version of Raspbian? Make sure
to "apt update && apt dist-upgrade" to have your system in the most recent
version.
