Sample of Safari Networking

Since upgrading from macOS 10.12.2 to 10.12.3, the Safari Networking Process will, after loading a few websites, perpetually use at least ~120% CPU and constantly allocate around 20MB of memory per second. A sample of the process is attached; most of the sample is from cookie store operations in CFNetwork</pre>
