#### Explanation

According to the [WebKit code](<a href="https://trac.webkit.org/browser/trunk/Source/WebCore/contentextensions/ContentExtensionsBackend.cpp#L76">https://trac.webkit.org/browser/trunk/Source/WebCore/contentextensions/ContentExtensionsBackend.cpp#L76</a>), `universalWithDomains` and `universalWithoutDomains` rules have higher priority. So, despite that the problematic rule precedes exception rule, it is not ignored.</pre>
