<pre>I'm not sure if I'm getting exactly the same result, but it looks quite similar. On trunk, I'm getting a blank page (with headers and footers) even on <a href="https://m.pge.com">https://m.pge.com</a> main page - I cannot log in.
I don't see anything like this with shipping Safari/WebKit, so it does look like a regression. I didn't try El Capitan for shipping Safari/WebKit, only Sierra.</pre>
